    No it doesn't, you should read more carefully. It says "they had worked hard" - in the past tense. They used the past tense because he had a licence by then. Which is why the article also made it clear that the visa problem was the only reason why the fight had had to be cancelled:
    "Top Rank spokesman Lee Samuels said he was aware that Valero had a visa problem and might be unable to fight. "

    If they hadn't got the licence, the visa problem would have been completely irrelevant - in fact they would not have bothered to apply for the visa without the licence. What would have been the point?

      Well he doesn't have a visa so it's still a major problem.

      Still I'm not sure about his license.When I see ehim fighting anywere outside of Texas in the US I will be happy.
