You mean that guy that gasses terribly mid-way through fights and then starts turning his back and walking aways from his opponents?
Don't know how he is a mandatory. He barely got through McKean.
Zhang actually clipped him really good in one of his little backing aways walks in one of the later rounds of their fight.
How do they become permanent mandatories? They treat mandos like a champ in waiting. Mandos for years, holding that spot, stepping aside, and fighting place holders.
Get it out of the way. December is way before Fury would be ready anyway. Hrgovic sucks harder than Joyce, Zhang, or DuBois so even a washed Usyk should have no problem with him.

There's no other choice. If Usyk fights Fury next there's no way the IBF will agree to a two-fight deal. They'd strip the champion after the first fight for sure, if not before. The only way to keep the belts unified is to get rid of Hrgovic first.
