Legal. It was on the waistline, not below. And the rule says that illegal is below. Usyk's navel was covered by his shorts, but also, the waistline is not measured by the navel, but by the upper hip bone, drawing a horizontal line which usually goes a bit below the navel. It isn't a secret that Usyk has a glass body and faked a lot of low blows in the past. Nor is it a secret what a bad referee Pabon is, possibly even corrupt.

I thought it was legal as usyk belly button is a foot below waistband. But as DDD had landed a few lowish shots before, and ref said it was low, id say it was illegal. Meaning it's refs opinion what counts, not mine
