Looking into it more - it seems the rule is not according to the belt or belt line. The rule is above or below the navel.
I think people get confused by where the beltline is. Sometimes, boxers wear their trunks high so that the beltline covers the navel. Then, in the dressing room and sometimes in the pre fight instructions in the ring you'll hear the referee indicate that "blows to the beltline are ok".
But if the beltline is below the navel then a punch that lands on the belt is illegal because that blow will of course be below the navel.
Whether it takes the wind out of the recipient, or how the recipient reacts to the blow is irrelevant.
