Far as I'm concerned any punch that lands on the trunks can be considered low unless the trunks are pulled notably high. As I understand it the meaning of a low blow is anywhere below the navel (or acording to Reiss the hip line) which is usually roughly in line with the very top of the trunks, not the bottom of the elasticated area of the trunks as some are suggesting. There can be some grey area where a punch lands partly on skin and partly on trunks but any punch landing wholly on the trunks is probably low in my book.
