Why don't female boxers actively look to target their opponents breasts?

Getting hit in the tit is supposedly near as painful as taking a low blow for a man. However I don't believe there is any rule in women's boxing (as in men's) that you can't target the chest with blows.

So why aren't we seeing more female boxers throwing haymakers at the mammaries? Is it honor?
