I can only guess why they continue to do it despite the risk of getting caught. Maybe some fights don't require testing. Or maybe there are testing in every fight, but violators have become so confident with the use of masking agents.

Don't know what masking agents are, but it sounds drugs on top of drugs. That is even more difficult to pull off in terms of getting caught. That's like robbing a bank in broad daylight.

Yeah I agree, 10 years is not enough. Should be banned for life. That will immediately fix the problem - if you take the risk of cheating, accept the risk of being banned for good.

Well diuretics are the most common masking agent, you use diuretics in an attempt to flush your system and hide the use of other drugs but most diuretics are on the ban list as well because they help you cut weight as well as the aforementioned, they even monitor caffeine because of it's diuretic properties...
