I don't know what he's waiting for. But looking at his record, he has fought 7 - 9 times in some of the years he fought. Meaning he has history of keeping himself active. What changed? Only his team can answer that. People can only speculate.

He needs big fights and they are not easy to get.

I assume he’s waiting on his IBF mandatory to be ordered and fight Crawford or for the vacant strap

Mandatories can file with the sanc body (they will respond in kind) or wait and the org will eventually do it on their own (however long that takes).
