Inoue has fought in U.S. twice already. he does undergo random blood and urine testing. and he is moving his way up the divisions. Tank needs to fight Shakur. the #1 guy in his division. Inoue doesn't need Mayweather; Tank at a catchweight would be an unddesirable sideshow from what he has been achieving at batman and superbantam; Inoue has already fought stateside on a number of occasions, Inoue has done VADA in the past -- for example he was with the program for his two-round demolition of Donaire.
