He didn't fight the best WWs when it actually mattered.

And frankly I don't believe Spence is or even ever was the best.
Sure he may have been on merit but he was truthfully never on Buds level regardless whether he had a slightly better resume and more belts he was never the best. There is no doubt in my mind Boots would tear him up. I think Vergil would also but he is out.

Maybe there was a very brief time he was just after he beat Brook but that was like 10 yrs or something back now
