I think we overestimate the say a fighter has in making fights and completely ignore the people putting up the money. For Frank to keep this fight, it is important that his guy has the major share of the purse or at the least 50%. It gives promoters some playing field for if things work out or not because these purses are only offered if certain conditions are met (e,g,, min PPV buys, gate fee, etc.). Usyk such a diva that no one could make a fight with him and it's a no-brainer why Fury moved on to the next most worthy challenger. Oh wait, Usyk's fighting Dubois in a couple of weeks and Fury isn't even fighting an actual boxer next. Maybe it wasn't Usyk that was the problem.

As for Usyk.....he's a worthy contender, but he'll earn a shot at the title if he can get past Dubois, who will be his VERY FIRST introduction to a Ranked, Prime Heavyweight who isn't gun shy.
There's a clear pecking order here the casuals don't seem to be aware of.

he can throw a few powerful strikes so has a very outside punchers shot before he gasses if fury gets careless
