Figueroa is certainly top tier for his division. He was top 2 super bantam by all the ranking panels in 2022, and has several good wins, including beating Magsayo, who beat Gary Russell Jr at featherweight. What, are we just discounting world champs with victories over Ring ranked opponents when it suits the fake narrative? What criteria qualifies? Fulton has wins over 4 world champs, and was an undefeated unified champion who was the #1 ranked super bantamweight.

Inoue has beaten 12 champions, several of whom were multi-division champs, and is 20-0 with 17 KO's in title fights. We've seen Fulton fight HIS fight before many many times. We've seen his skill set. But he wasn't able to put that skill set on display, just like all of Inoue's opponents, except Donaire, and Donaire is a first ballot HOF as soon as he finally decides to hang it up. Facts are that Fulton was a skilled boxer in a bigger division who was made to look ordinary by the smaller challenger.

When was the last time you saw an undefeated unified champion lose EVERY round to a smaller guy en route to getting stopped? I'll wait.
