I've seen pictures of Inoue's wraps after fights & it doesn't look out of the ordinary and not all of his fights have been in Japan.
And like in every other fight there's going to be a Person from Fulton's corner present that should know what he has to watch out for and if he sees anything out of the ordinary, he could speak up.
I don't know what Fulton's trainer is trying to do with this, maybe he wants to get Inoue's team out of concentration, or if he really thinks they have done this before & now that he has spoken up on this, they won't do it or he simply wants to create some controversy where there isn't one..

Inoue also KOed Emmanuel Rodriguez at Scotland, and TKOed Nieves in Cali.
Both of those places do not allow extra taping / stacking.
Taping on the back of the hand also provides protection for the metacarpal bones, which inoue has had serious issues with.
So Inoue prefers to tape it like he does in Japan.
But point is, even if he can't, he still gonna do the same thing to you.

Confirming what? surely someone from the oppositions team watches him get his hands wrapped with the commission present and are happy enough to sign it off
so why are they complaining after the fact?
Sounds like a load of excuses to me. The guys been fighting in world title fights since 2014 and all commissions and opponents teams who witness the wrapping have never had a problem.
