Because he's part of the PBC. Besides him, they've got Cruz, Tank, Gamboa, De Los Santos, Fortuna, Valenzuela, and a few journeymen at 135. The biggest names don't really want to gatekeep on the PBC side.

Who do you want him to fight?

I wouldn't mind seeing him fight any of those guys I mentioned, but PBC has a long history of NOT making those fights. They'll both get put in against journeymen until they're in a position to force the fight, would be my guess. Most of those PBC guys don't want to risk whatever position they have.
