Well he "just" fulfilled it 15 months ago. And he had his pick of his next fight against Chisora over 7 months ago. WBC needs to give him a mandatory. The WBC not designating a mandatory is pretty ridiculous.

Only with the WBC's permission. Their rules state he can take a voluntary, but the fighter must be within the WBC top 10, or 15 with permission.
Allowing him to fight a guy who isn't ranked with any organisation is a very exceptional agreement by the WBC. Especially when the champion has fought once in the last 15 months... against Chisora.
What would it take for the WBC to cease being recognised as one of the 4 major orgs? Because they've been really trying to lose credibility over the last few years. Their belt has no championship credibility at this point - they're hanging onto championship glory of past eras.
He just fought unranked chisora who he had already beaten twice, now he's fighting a guy who is not even a boxer. The Floyd blueprint is too enticing for these guys. Easy fights. No risk. No motivation to make the good fights
