Fury lost any claim to the lineal title when he retired. It's that simple. You don't just get to come back and retain whatever titles you had like you never left, that's not how it works.
It's not as though he was a long reigning champion with a slew of title defenses either. He won the belts in an upset and immediately retired. One and done. He didn't make a single defense of his title(s) nor did he follow through on the proposed rematch with Klitschko. So to then imagine that he comes back nearly three years later after the division has long moved on and expects to still be recognised as the lineal champion is utterly laughable. It's absurd, yet to your point in bold, people fall for his BS propaganda.
As for who currently is the lineal champ, if anyone deserves that honour it's Usyk because he beat Joshua (who had established himself as 'the man' in Fury's stead with title wins over Klitschko and others). But honestly, it's not really important. Usyk and Fury are the top two right now and once they finally face off we'll have an undisputed champion to put matters to rest.
