Possibly, but I doubt that Ryan would step in the ring with someone like Regis immediately after taking the loss to Tank. Its only a 3 fight deal, so Garcia would have to be active to get it in after a tune up or 2.

Yeah, not right away. Maybe after Garcia bounces back with a couple of wins. It's not a fight I see happening, but it could be another possibility.
He just upset Robbie Davies recently. Foley got a bit lucky though, because Davies twisted his foot on the first knockdown iirc. Foley is a stay-busy, which Catterall really needs after being out 15 months.
