Would Vitali Klitschko be competitive in other eras?

no he wouldn't cus he wouldn't have the access to to HGH or the steriods.
Also he wouldn't be as tall due to the enviroment he would grow up in.
Average height has increased tremendously over the decades and I would guess the Klitschkos would be atleast 511-6'1 if they grew up in Ukraine during Soviet regime in other decades.
During the Soviet regime they would have lacked the nutrition that would be needed to grow in to the stature they are in now due to the widespread poverty.

but i think he's at least in the fight

IMHO, I reckon Vitali handles himself fairly well in ANY era. He's a tough bastard. He isnt the greatest and i reckon he would lose to some of the other top boxers but he wouldnt be owned like many people often say.

Absolutely. Style-wise, he'd be a nightmare for most heavies of any era. But he would lose to quite a few elite HW's as well.
