Multiple reasons...turned pro too late, doesn't have a great promotion, doesn't help that his own country is not a boxing enthusiast, and he hasn't fought any top guy or be in meaningful fights. Having said that, I do think he won this fight because of Joyce's fault and not because of his great skills. I do think Chisora beats or gives a tough time to Zhang, Dubois beats him, Ortiz beats him, Whyte beats him, and Parker beats him.
Joyce did not look himself in that fight. Either something was wrong or he simply took the fight too lightly. I just rewatched Joyce vs Dubois and Joyce vs Zhang. He fought a much better fight against Dubois and if he can work on his strategy, I think he beats Zhang in the rematch. He thought he is too powerful for Zhang and have a great chin to take his shots. If he can instead avoid walking straight into Zhang's punches and just stay outside for the first few rounds, Joyce has a better engine and better chin. He can up the ante in the later rounds by which time Zhang would be gassed out. I think Joyce simply didn't bother with a strategic plan because he thought he would roll over Zhang.
