Davis had no problem fighting Barrios at 140. But with Garcia the fight has to be at 136 and there has to be a rehydration clause. Why is that?

Same as Manny forcing JMM to 147 yet Algieri must be 144 how come, Cotto must 145 but Oscer can 147, Mosley was refused a fight at 142 when begging but after a loss and draw 147 is fine, Clottey can be 147 and Margo 150.
