I wouldn't say that he is the best LHW in the world for the following reasons.

1. Aside from RJJ, what other name fighter has he faced or beaten?

2. He hasn't really been tested yet.

3. There are so many other LHWs out there so we don't know if Tarver is the best out of them all. I think Glen Johnson could take Tarver.

4. I heard he is getting out of shape. So I guess he's willing to rest on his RJJ victory.

Yes I think he will kick Hopkins' cowardly ass.
But we all know Hopkins is too much of a ***** to take on fighters that aren't smaller than him.
