You obviously don't have a clue what a lineal champion is. It has nothing to do with belts. The alphabet belts are meaningless nowadays, other than in terms of getting publicity. Many lineal champions have had no belts at all when they were champion, for instance, Hatton, Barrera, Hamed.
To be the lineal champ you have to beat the man who beat the man - that's why it's called lineal. And if the lineal title becomes vacant, a new lineal champ is crowned when the #1 and #2 contenders fight each other.
At the moment the lineal Welterweight title is vacant, and the #1 and #2 contenders are Mosley and Mayweather, respectively. If Mayweather wants to be the champion and regain the lineal title he vacated when he "retired", he has to beat Mosley. That's all there is to it.
