            Pacquiao declined to take a more stringent drug test. For years. During his prime. I don't think Pacquiao ever cheated - but a huge amount of the public do, and they have very good reason why they.

            The average person on the street when told the details probably thought Pacquiao was a cheater, but the average person on the street also liked Pacquiao. So no one cared.

            People don't care about guys taking steroids if it's guys they like. I can't tell you how many times I've heard people say "Yeah it's disappointing Lance Armstrong was cheating, but so was everyone else so what's the point in taking his medals?"

                He’s never failed a drug test, so, any links between Pacquaio and PED’s are an assumption.

                We’ll never know for sure if he was or wasn’t, unless he comes out and admits it later like Lance Armstrong.

                    nver decline stringent drug test.. said he didnt wanna get tested close to fight night but will have no issue providing his blood sample after the fight.. not sure why this is an issue.
