Each of them are untested against top tier opposition and I'd rank their respective skills about even, giving Tank a slight edge. Garcia is a hype job, no better than Rolly. He's mad about a rehydration clause. If he thinks he's not going to be his best at 136, he should fight at 140 then. These are two, evenly matched B-rate fighters who have shown no interest in fighting Haney, the undisputed champ. Both are waiting for Loma to turn 40, and I doubt either one will want anything to do with Shakur at 135, or Prograis/Taylor/Teo at 140.
