ortiz declined a chance to fight as a mandatory last year and he is now fighting for the wba belt. boots is ibf's interim champion which disqualifies him from wbo's ranking. BUT making rocha number 1 is questionable. even roiman villa, of all people, deserves that spot more than rocha.
