No, Bivol was always one step behind Jack. Ward was Super, Jack was Regular, Bivol was interim. Then Ward retired and everybody got elevated up one; then Jack was ordered to face Bivol but vacated to face Adonis Stevenson for the WBC/lineal title instead. So Bivol went from interim to Regular to full WBA in a matter of two days, then with 5 defenses got elevated again to Super after he beat Joe Smith.
