It's hard to say, because you can't just have a blanket statement like that and have it be true in every scenario, but I guess it's probably 160lbs if not 168lbs.
That's not to say 154lbs and 147lbs guys can't hit hard, but more often than not I think a 160lbs man has enough power to knock most people out.
Any of them if you hit hard enough, look at Naz and Inoue in the lower weights, you could even go back as far as Jimmy Wilde in the early 20th century.
But at a particular weight there are no truly feather fisted fighters
That depends on their opponents too though. Usyk could knock most people on the street out, but as a HW boxer I'm sure he's considered "feather fisted"

I like to think all heavies can crack after seeing self-described dancer Ali win his two biggest fights by KO Foreman and KO Liston

yeah, a lot bigger fighters like heavyweights often say anyone over 160 can hit hard, unless they’re completely feather fisted of course, but they say pretty much most fighters above middleweight can hit hard enough to do damage to anybody.
Id say that’s about right
There’s videos of Fury letting small fighters unload their hardest body shots on him multiple times to no effect. You would say after a certain point, maybe as you’re past middleweight that those shots would start to be felt.
Of course there’s fighters in small divisions that hit very hard, relatively speaking. But I’d say a middleweight or super middleweight has enough power to have at least some effect on any bigger fighter with the right shot. That’s going by what a lot of fighters say.
