Motivation is simple. Writer is a Tank Davis fan. He's trying to divert the attention away from the weight stipulations that disadvantage Garcia. And here the writer's trying to make it appear Tank got his own disadvantage too like his legal issues (which is self-imposed, not Garcia's fault). Thus, it evens out the playing field.
