This is true to some extent. Everyone top fighter picks handpicked opponents, including Mosley. The difference is Mayweather tried to handpick Mosley a few years ago, but Mosley had a toothache and decided not to handpick Mayweather in return.

Mayweather beat Hatton an de la Hoya before Pac, so you can't use that argument. What Mayweather will have at the negotiating table will be the PPV numbers (2.2 million for Oscar; 875,000 for Hatton; 800,000-1 million for Marquez) versus Pac's (1.2 million for Oscar, 825,000 for Hatton, 400,000 for Marquez and Cotto?). Even if Pac/Cotto sells 1 million PPV (which I seriously doubt), Mayweather will still have an advantage of more than 1 million PPV in three fights compared to four fights for Pac.
