Different sanctioning bodies have different rules - but even then, the "rules" aren't set in stone - so depending on the situation, they'll just make things up as they go along - this applies to all the sanctioning bodies.

The IBF are generally the most consistent/strict but Spence and Charlo (154), haven't had IBF mandatories in 3/4 years (thank you Al Haymon).

Why did Munguia turn down Adames?

It was actually Adames who turned down the Munguia fight first on DAZN, the proof is out there it came from his old trainers mouth. If Teixeira can tire out and hurt Adames multiple times I don't see why a much bigger and stronger Munguia would fear him hell he even took out Montiel quicker than Adames did.

Charlo has had an injury for a long time, where is the proof? He should be stripped and Adames should be made full champion Charlo hasn't faced a live body in years. He is having marital issues that is his injury but there is no reason the division should be stalled because him and his wife have been getting intoxicated and trashing each other on Instagram live.

What Adames did to Montiel was better than what Charlo did to him. Adames could take Charlo's belts and if they fight he probably will.

It does seem that PBC and the WBC have some sort of agreement on making the fights they want, and not making others. I'm a fan of both Charlos, but Jermall's career has stalled. If not Adames, who is he going to fight? He has to fight somebody (besides his wife)
