Does anyone know if all European fighters are eligible for the EBU rankings or do you need to be "affiliates" with them?

Most of the guys in the EBU ranks are contenders or close to, dunno why the EBU has them ranked at all. Why should they fight for the EBU belt when they can fight in an eliminator, a title, or interim title?

One of the worst EBU HW title fights ever? Had Kadiru declined it would have been Babic vs Dave Allen. That’s how far down the ratings they went. Fighters 1 to 13 all declined. Very surprised fighters like Wardley, Wallin, Kossobutskiy etc declined. Would have been a good opportunity for them.
