No they don't. The only thing that takes forever is if both promoters don't really want the fight but they are trying to make their fighters believe they really are making it happen. If only one promoter and fighter wants it, it'll delay for a couple of weeks like what we saw with Fury - Juice-ua.... But this sounds like Oscar and Floyd both want this fight to stall because they can't maximize the profits right now and both are worried their guy will lose.

Floyd especially needs Gervonta, that's his only money maker and Floyd needs money and is getting hit by non-boxers in exhibitions now so that free ride is almost over too.

Gervonta will leave TMT soon anyway he already almost did when they tried to cash him out vs Rolly. Tank will start to believe his own hype and will get sick of ducking fighters like Haney and Garcia.

This means Floyd is getting closer to coming back for a real Boxing match, he may even try to break Rocky Marcianos 54-0 record, which he's not talented enough to do. He's gonna need to find 160lb guys who can't punch, but at 160 is where the Heavyweight power starts happening and even the light punchers have devastating power in the grand scheme of Boxing.

We hope Ryan vs Tank doesn't take as long as Crawford vs Spence, which might never happen. Boxing is FKD up like politics.

They will extend it as far as possible and keep people watching them fight mediocre competition in the mean time.

Tank and Ryan will continue to fight nobodies.
Lets focus on Shakur and Devin who actually fight anyone.

Usyk and Crawford are not bitches in your list. And honestly I think all three fights happen before end of 2023.

Seems more likely it's taking forever because one or both promoters thinks there's a good chance their fighter won't win and this will be the end of their cash cow. Both are not exciting to watch than Devin Haney, but gotta appreciate that he is willing to be the B-side to get the fight done.
