If I remember correctly Munguia has avoided fight's with Andrade, Charlo, Derevyanchenko, and I think there was another name that doesn't come to my mind right now.
That said I don't think that he's a coward, and him against anyone of those fighter's would be must see fight's, that includes Adames.

Charlo has been fighting mandatories forever because Clenelo ducked for 4 years and did it again this year when Haymon offered him $50million for the 168 title shot. We know he cowarded again and cherry picked. Andrade and Golovkin ducked Harlow as well. That's why he fought mandos so he wouldn't get stripped

They never offered Adames the fight on PPV DAZN. That was Charlo. And DAZN had no interest in doing a co=promotion on PPV. Oscar made all that up to protect Munguia. DAZN were happy for Munguia to go over to Showtime. Oscar wasn't.
