I don’t get why they don’t just let everyone use them, is it cause people can overuse them which can cause deaths?

Cause you either have to let nobody use them or everyone use them, and it seems impossible to stop everyone from using them so certain people gain unfair advantage

Not everyone will use roids, just like everyone isn't smoking weed just because it's legal now.
