To anyone who's never heard of Clomifene/Clomid before and has no idea what it does, it's typically used as part of PCT (post-cycle therapy) when coming off a steroid cycle to help stimulate your body's own natural testosterone production (which shuts down when taking exogenous testosterone/steroids) and to prevent your system from "crashing" due to low T. Basically, it smooths the transition between being on cycle (super high T levels) and off (normal human T levels).
It's not in itself a performance enhancer, but whatever it's been used in conjunction with absolutely is. This all makes sense given Conor was looking to bulk up for this fight and add some temporary mass quickly.
The fact that he and his side pushed for VADA testing tells me they knew they could pass it and go undetected with whatever steroid stack he was using (which they did), but that they either didn't account for Clomid use or it's just harder to mask than they realised. Interestingly, Jon Jones tested positive in the exact same way. The actual performance enhancers went undetected but the Clomid flagged.
