Mayweather is a full fledge WW before he retired and he's still a fully fledged WW coming back, Its to his advantage that people like Cotto,Mosley,Williams,Clottey,Berto or Margarito would have a harder time cutting weight to 147 and probably drain themselves than he had to.

Mayweather probably walks around at well over 160 himself, unless he does light training year 'round, and even then he probably doesn't weigh in at much less than 160.
If he was at 146 for weigh in, he was probably near 160 or more on fight night. 12 to 15 pound overnight gain wouldn't be that extraordinary for a welter. Alot, yes, but it happens often enough that it wouldn't be that surprising. And with FJM's refusal to drain down to the agreed weight, that tells me he's starting to have trouble with those last couple of pounds even to welter. Happens, when guys get older. You put on more muscle mass with age.

Floyd isn't a small Welter weight because fight night weight isn't the boxing weight. The division is 141-147 and making 146 is okay.
In ring weight he is small compared to Cotto, Williams, Marg and Mosely. Maybe Collazo etc.. and slightly bigger than him, but he's not that small compared to the non top elite welters, just not that big.
