I think it's kind of "you're already a champ so no need in ranking you and making you a mandatory for my organization since that would only lead to champions fighting each other and not giving a shot to anyone below them" type of deal. Think of it, if they ranked the champs then they would only fight themselves as mandatories. That's not good for boxing.

I see. But I think it would be good for boxing if they did have mandatories who were other belt holders. It would make unification mandatory after enough time. But I know this would and could not happen. There needs to be several belts held by several people and occasional unification. It allows for more 'title fights'. I wish there were just the Ring Belt or if you don't like the Ring rankins just one organization that gave out one belt an no others.
