GGG is being generous with Canelo, calling him the best boxer at 168 lbs. That’s debatable. So far Canelo has avoided some of the best fighters in the division including David Benavidez. I can understand GGG choosing second tier fighters as opponents since the last fight with Canelo. He’s in the twilight of his career. At this point GGG has long wanted the opportunity to fight a single opponent: Canelo. So he’s been fighting just enough lesser contenders to keep that hope alive for the last four years. But Canelo’s still in the prime of his career, so his cherry-picking a series of low-quality opponents since then has been less forgivable. He miscalculated Bivol, thinking he’d be a easier light heavyweight opponent than the fearsome Beterbiev. But Bivol made Canelo look bad — and no doubt Bivol would still beat Canelo if he were to go down to 168.
