There is NO negotiations. Davis is the champ and has proven himself, Garcia thinks he is a big name for some reason but he is just what would be a voluntary challenger, he gets what he is given!

The reason Garcia thinks he is a big name is because of his social media following. Ask Jake Paul whether that translates into PPV sales. It's probably Tank's biggest money option. Add to that it's an easily winnable fight. He wouldn't be embarrassed into not revealing his PPV numbers. And everybody knows that's a secondary belt he has. Who exactly has he proven himself against? He should be rushing to fight Garcia. Easy big money.
