Because Oscar has no faith in Garcia.

Tank has a 90% KO ratio and has beaten everyone including better guys than Garcia and “we all know what happens …”? Damn skippy!
I think the point he’s trying to make is that if your fight strategy is to not put the effort into winning rounds but rather look for that opportunity for the kill shot, eventually you end up in a fight that it never comes and you lose.

Based on what exactly? Cryin Ryan will fight who Oscar tells him to.

Devin Haney breaks down his win over George Kambosos Jr, the rematch clause, and Ryan Garcia not really wanting big fights
          June 9, 2022

On who he’d choose to fight if it were his choice

“Whatever fight makes the most sense, obviously. ... I don’t know. Obviously, the Lomachenko fight, that’s a huge fight. But all of them get me excited! Gervonta Davis, Lomachenko, those two pretty much are top on the list, because they’re just — that makes the most sense. The other guys I really don’t rate like that.”

          On Ryan Garcia

“Yeah. I mean... he doesn’t really... He’s popular, but at the end of the day, I’m chasing legacy. I don’t care about Instagram followers or nothing like that. I want to make the biggest fights happen for my legacy. Instagram followers is cool and all, but I’m not into fighting for followers. I’m into fighting for belts and legacy, for my name to live on forever.”

“I doubt (Garcia vs Gervonta Davis) will happen. I don’t think Ryan wants to fight anybody. ... Of course (he Tweeted a lot during my fight). That’s what he does, he’ll Tweet up a storm, call all these fighters out — the guy said he was fighting Pacquiao. Come on now. The guy uses fighters to promote his fight, then after he wins his fight against a nobody, he goes and fights another nobody. This is a repetitive cycle for him. I really don’t give him too much attention because I read between the lines. I know he isn’t going to fight anybody.”

On if he’d pick Tank Davis over Garcia: “Of course.”

Like most of us, Haney has Garcia figured out.

Man, Ryan's flame completely went out if you ask me. Let's recap.
He KO'd an average fighter in Luke Campbell after being dropped. Yay, he won over adversity. Okay, his stock rises tremendously.
He's supposed to face to face Javier Fortuna at some point that year but pulled out and then pulled out of a second fight.

He finally returns after going MIA for over a year only to have a pretty mediocre performance against Tagoe. I know Tagoe was on the back foot and refused to engage but then why even pick such a lame comeback opponent? Zero highlight worthy fight or to talk about the following day.

Now, he's going BACK to trying to face an opponent he was supposed to last year after the Campbell fight. If there was any hype for it at that time, it certainly is not there now. You want go and run your mouth now and say, Tank is next? I dunno, I had one foot on the Ryan Garcia hype train and one foot off it last year. Now I'm completely off it. He's been talking waaaay more than performing and his opposition right now SUCKS. He needs worthy fights or he's going to waste his youth.

Tank would fuck him up! I would rather see Tank vs Loma but Bob appears to be cold to that idea. He would rather Davis fight either Teofimo Lopez or Shakur Stevenson.

Tank is in no way comparable to Wilder. Wilder lacks basic boxing fundamentals.
And even if true, like you said, Garcia is not the guy to beat Tank. In fact, I’d wager my house that Tank destroys Garcia in less than 5 rounds.

                      Bottomline, we are in agreement.
They both do the same thing though in essence, they let their opponents take control of a fight and outbox them for long periods of the fight in hope they land the "big one" regardless of the obvious discrepancy in skill level between him and Wilder, the same bad habit is there to be seen. And it will bite him in the ass sooner or later.
