Arum fixed the Horn fight because his contract was up, he did that with the Bradley fight too. I am not a Pacquiao fan, but he won both of those fights and Arum fixed them. He's had Manny at the highest promotion rate in boxing history at a whopping 28%. That's like ~10 points higher than most high profile fighters.
