Arum fixed the Horn fight because his contract was up, he did that with the Bradley fight too. I am not a Pacquiao fan, but he won both of those fights and Arum fixed them. He's had Manny at the highest promotion rate in boxing history at a whopping 28%. That's like ~10 points higher than most high profile fighters.

Regarding the Bradley decision of Pacquiao --->

Kambosos isn’t a top rank fighter. If he wins, he can take the belts wherever he wants

So the location doesn’t matter, promoter power matters. Kambosos is more likely to lose the decision if its close.
