It should be 1 vs 2 like normal. Have 3 and 4 fight each other for mandatory.

Take it a step further and match 5 vs 6 together. This will give us Puello/Barroso, Davies/Martin and Prograis/Akhmedov. Honestly, the worst match-up is arguably the 1 vs. 2. WBA probably made the same observation.
