Shakur doesn't seem more arrogant than alot of fighters. He sounds like he has alot of self belief and is vocal about it but as -Kev- mentioned, it's usually in response to a question by someone like Marc Kriegel.
On a side note, I really liked Keyshawn Davis' interview after his fight. Kid was incredibly effusive in praising his defeated opponent. Davis smoked him but you wouldn't think that based off of what Davis said.
