I think I can see what PBC's plan is. They are gonna give Cruz 1, maybe 2 more fights (depending on the timeline) against guys he can look really good against so they can sell a rematch with Tank. PBC does not have enough viable guys around this weight class for Davis to fight, so they need to make a rematch with Cruz viable. I think after Romero, Davis will fight Michel Rivera in the Fall and then fight Cruz again around the end of the year
