You need people in the studio who are unbiased, some in favour for a fighter and some in favour for the other fighter. That is what makes viewing compelling. The nauseating Fury lovefest if everyone was on his side wouldn’t be entertaining or great tv.

But if you pull a fake gun on someone and say "I'm going to shoot you if you don't do what I say", that is defiinitely a crime, even though you couldn't actually shoot them.
For example, see California penal code section 422pc: criminal threats or NY penal code 120.15: menacing in the third degree.
It's a Federal offence if you threaten someone using the US mail or if you threaten a government official.
As an aside regarding "people would be filling the jails": the US jails more people per capita than any nation on earth -- and by a large margin. The US has more people in incarceration in absolute terms than China, despite China's population being four times larger.
