Don’t know what country you’re in, mate, but in the UK, threats (to kill, or sexually assault, for example) are definitely arrest offences.

Having said that, no-one’s gonna arrest John Fury because he got hurt feelings about David Haye being mean to him.

If you make a specific threat of violence, you can definitely be arrested in America. Note this isn't rempotely what John Fury has done here (there will be a problem and I wont stay silent are not even vague threats).

But if you pull a fake gun on someone and say "I'm going to shoot you if you don't do what I say", that is defiinitely a crime, even though you couldn't actually shoot them.

For example, see California penal code section 422pc: criminal threats or NY penal code 120.15: menacing in the third degree.

It's a Federal offence if you threaten someone using the US mail or if you threaten a government official.

As an aside regarding "people would be filling the jails": the US jails more people per capita than any nation on earth -- and by a large margin. The US has more people in incarceration in absolute terms than China, despite China's population being four times larger.
