**Belt 7 means Greates of all time!**

If Manny Pacquiao wins his unprecedented 7th division champion, is he the greatest of all time?? IF Yes, should he still fight Mayweather??
Or he should defeat Mayweather first to be the greatest?

No presently active fighter can be GOAT imo.

If Pac beats Cotto the Mayweather he could bust my top 20.

He will be no where near the GOAT. He will hold the record for most multi division titles, and that's all.

If he beat Mosley (the true 147 champion) he would be the only boxer to win 7 world titles and have 5 linear championships (Mosley is universally accepted as the Welterweight king, I think). However its so hard to say he would be the GOAT simply because of the fact that boxers like Sugar Ray Robinson and Archie Moore fought so often. How can you really compared with hundreds of fights, even if you have so much quality? Plus going up in weight was a big challenge then as you had to put so much on (with there only being 8 divisions).

Beating Mayweather would be a massive acievement (that is if the layoff hasen't hurt him) but that still does not compared with the likes of Robinson and Armstrong. If he beat Cotto, Mosley an Mayweather I would still be inclined to say no.
