I think Arum is protecting Valdez. PED use can be shoved under the carpet by fans and media after several fights. But Stevenson's extracurricular activities (on video) are more problematic for Top Rank with respect to marketing. So Valdez is the better long term investment.

If, as I hope he is, Stevenson is insisting on full random VADA testing for the fight, Valdez will be delaying signing the contract until he's got his weight down and the drugs out of his system.

Indeed! I bet if Crawford had never left, and filed a lawsuit, this fight wouldn't be happening! Arum knows the influence Crawford has on Shakur! He wanted Valdez vs. Navarette, but i'm sure after Crawford's lawsuit allegations, now they're trying to give Shakur what he's been seeking since 126!

Well now they have to worry, and be mindful of other fighters filing law suits against them in the future.
Top Rank is a great company for fighters to sign with in the beginning of their career's, but a detriment further into their career's.
They have lost many fighters due to their failure in recognizing their fighters worth as they've progressed, and dealing with them accordingly.
Bob Arum has also made some disparaging comment's about certain fighters in his stable to the media, simply because they've spoken up for themselves.

If Stevenson doesn't grow up, karma will catch up with him as it has with many other's within their life time's.
Reynoso, and Canelo can advise Valdez all they want, Arum has the last word as his promoter, so if that fight doesn't get made the blame fall's squarely on his shoulders.
