Ruiz was offered a voluntary shot at Joshua. It was that or nothing.

This is a mandatory. If it goes to purse bids it will be 80/20. Up to the point of the fight being ordered both would push for a better split. In free negotiations, both will push for better terms (financial and non financial).
After the 11th, we'll know whether either party is actually willing to walk away. I could see Whyte walking - he's not happy with the split. Fury has more to lose by walking away and the terms are in his favour. He can't just kick Whyte to the kerb. It's fight or drop the belt.
